3 Scheduling Modes in DFE:
   - In the order of the Job ID; skips the jobs that are stopped/held.
   - Strict order - Jobs will not "go around" other jobs.
   - "Free for All" = Optimized throughput keeping the Print Engine as
      as busy as possible.
